A surplus of generating capacity means Bangladesh is paying hundreds of millions of dollars in incentives to power producers that do not produce any electricity, according to a government report.

The excess power caused the blackout

According to the Institute for Energy Economics and Financial Analysis (IEEFA) 2020 report, up to 57% of Bangladesh's installed capacity went unused in fy2018-19.

"The payment of large amounts of capacity to idle power plants helps to push the government to increase subsidies to the Electricity Development Board to cover its financial losses," IEEFA said in a statement. It added that new projects in the pipeline would add to the financial pressure.

"The long-term shift from cheap domestic natural gas to more expensive imported coal and liquefied natural gas (LNG), coupled with the severe and chronic power overcapacity Bangladesh is facing, is likely to continue to increase government subsidies," Simon Nicholas, study author and IEEFA Energy Finance analyst, said in a statement.

For energy watchers in the country, the irony of the power glut is that Bangladesh continues to suffer from frequent blackouts and voltage fluctuations.

About 180 million people are all connected to the grid, but transmission infrastructure cannot always keep up, according to Bangladesh's power authority. Inadequate transmission and distribution lines can lead to blackouts and unreliable voltages, leaving many industries unable to obtain power from the grid.
